强化育种技术创新与攻关

●加大政府科研投入，支持高校、科研院所与龙头企业共建育种平台，聚焦抗逆、优质、资源高效利用等核心性状开展联合攻关;

●鼓励育种技术的普惠化应用，降低中小企业的技术准入门槛;完善品种审定机制,加快突破性品种的审定与推广速度。

·Increase government investment in scientific research, support universities, research institutes, and leading enterprises in jointly building breeding platforms, and focus on collaborative research on core traits such as stress resistance, high quality, and efficient resource utilization;

·Encourage the widespread application of breeding technologies and lower the technical entry barriers for small and medium-sized enterprises; improve the variety approval mechanism and accelerate the approval and promotion of breakthrough varieties.

推广绿色种子处理技术

降低应用成本

●对生物种衣剂、种子引发技术等绿色处理产品实施补贴政策，降低棉农使用成本;

●制定种子处理技术行业标准，规范市场秩序，淘汰高毒低效的处理产品;加强技术培训，指导棉农科学使用种子处理技术。

·Implement subsidy policies for environmentaly friendly seed treatment products such as biological seed catings and seed priming technology to reduce the cost of use for cotton farmers;

·Develop industry standards for seed treatment technologies to regulate the market, eliminate highly toxic and inefficient reatment products, and strengthen technical training to guide cotton farmers in the scientific use of seed treatment technologies.

构建全产业链协同发展模式

●推动"种子企业+合作社+纺织企业"的订单式合作，根据纺织企业需求定向培育品种，建立优质棉溢价收购机制，保障棉农收益;

●完善有机棉、绿色棉的认证体系,打通认证、流通、销售环节;加大对棉纺织品回收技术研发的支持，培育再生棉产业,形成产业链闭环。

·Promote order-based cooperation among"seed companies + cooperatives +textile enterprises, cultivating varieties specifically tailored to the needs of textile companies, establishing a premium

·Improve the certification system for organic and green cotton,strearmlining the certification,clistriboution, and sales processes; increase supporfor research and development of cotton textile recycling technologies, cultivate the recycled cotton industry, and create a closed-loop industrial chain.

优化区域化技术推广与服务体系

●针对不同棉区的生态特点，制定"品种+栽培+农机"的一体化解决方案，提升良种良法的适配度;

●强化基层农技推广队伍建设，借助数字化手段(如农技App、短视频)开展技术指导，打通技术服务"最后一公里"。

·Based on the ecological characteristics of diferent cotton-growing regions, we develop integrated solutions encompassing "varieties + cultivation + agricultural machinery" to improve the suitability of superior varieties and cultivation practices;

·We strengthen the construction of grassroots agricultural technolosy extension teams and utiize digital means (such as agricultural technology apps and Shortvideos) to provide technical guidance, bridging the "last mile" of technical services.

完善政策与市场保障机制

●统一棉花种子的绿色认证标准，建立健全质量追溯体系，严厉打击假冒伪劣种子;

●扩大对盐碱地、干旱区等边际耕地种植棉花的补贴范围，鼓励抗逆品种的推广;

●加强国际合作，引进国外先进的棉花育种与种子处理技术，提升我国棉花种子产业的国际竞争力

·Standarcdize green cerifcalfion standards for cotton seeds, estabish and improve a quality traceabiity system, and severely crack dlown on counterfei and inferior seeds;

·Expand the scope of subsidies for cotton cultivation in marginal farmlands such as saline-alkal land and arid areas, and encourage the promotion of stress-olerant varieties.

·Strengthen international coperation, introduce advanced foreign cotton breeting and seed treatment technologies,and enhance the international competitiveness of my country's cotton seed industry.
